Planning on International Chartering?

For chartering in most of the world, you'll just need an IPC which can be obtained with your 101, 103 and 104 certification so long as you have ASA Membership (free trial included when you take 101). In Europe you will also need a VHF Radio License from the FCC (~$70 cost).
